The complexity of the travel to learn patterns of this age group are one of the main reason the London Councils have set up a regional planning group to oversee the transfer of education for 16-19 year old to local authorities.
The report produced in response to the DCSF's request for local authorities proposed plans for 14-19 following changes to the LSC, proposes a London wide rather than sub regional approach, with individual authorities having formal conversations with the neighbouring boroughs and those where there is significant cross border travel to learn. The data included in the report shows the complexity of current travel to learn with in Borough take up of provision ranging from 23%-77%, with almos three quarters of young people in some Borough travelling out of their own authority to education/learning.
